Not holding the position of authority did not mean Prussia was excluded entirely from meeting with the privileged of their new world, no it meant something differently entirely. Positioned at Germany’s side and given his confidence allowed Prussia the freedom to form relationship of his own with nations under the control of the Reich as well as members of the alliance. Each visit of one of the central members of the union it seemed he was informed as if given a nudge to greet the ally and offer them a tour to create a lighthearted relationship of his own. Structure held important to both siblings but existing solely as a confidant structure lack the necessity to be stone engraved with a schedule to adhere to. Today was one of few days his regular routine would be halted. Hardly unusual Japan had an appointment with Germany, if Prussia was questioned he would argue even these visits were prepared too far in advantage to seem like a spur of the moment even for outsiders. The regularity of the meetings hardly affected the demand that he take a moment to speak even the most minimal greet toward the honored guest.
At his request he could have found himself seat with his brother to attend to any concerns, it was not as though he were not privy to such information. Attendance or not the information would be relayed to him in some form. Later he would approach his brother to question the topics discussed; if time could not be allowed for such intimate discussion a detailed outline would find residence on his desk for Prussia to peruse upon his return.
Fingers racked through the snow colored locked tucking them back only to place his hat in order to keep the hair tucked back. With the rushed movement a few strands managed to evade his touch causing them to hand lose around his temples. Noticing his hurried movements one might accuse him of having over slept but that was farer from the truth. In truth Prussia was left fidgeting as nerves clawed to the surface just waiting for the echo of the door opening and uttered farewells. Having already sneezed for the third time he felt the desire to entertain himself far more tempting than waiting for a meeting to be wrapped up. Standing at attention when he arrived, his posture sank leaving him slouched against the wall. Occasionally his finger would reach up stroking the yellow bird perched on his shoulder in an effort to keep himself occupied. Each stroke he would earn a soft chirp in response confirming the bird soldiered on with the Prussian to remain put. Paying no mind to the men busying themselves with daily task he glance checking the officer remained to his left with Japan’s hat and sword in hand to be presented when he reentered the foyer.
Sneezing once more he shifted his weight only to be graced with the sound of an opening door and farewells from the pair. Collecting the hat and sword his approach was swift meeting Japan on the stairs as patience had far worn out with his wait. “You vere starting to convince me you make these trips to bath in Vest’s attention.” Warmth and the lack of normal pleasantries seemed to set the German brothers apart. Shifting the swords to rest against his shoulder he kept proper hold of it as he approached.
Setting Japan’s hat upon his head Prussia made sure to brush his fingers along the nation’s porcelain skin and stroke the tiniest bit of hair before drawing away. “Perhaps my bruder felt greedy and kept you longer to admire,” his words were followed by a nearly hiss of a laugh that was unique to the albino. Lips turned upward in a grin his eyes seemed to crinkle in the corners allowing his emotions to display without any yielding. “Allov me to treat you, dine together before ve exert ourselves.” Voice lowering he was making an effort that the officers would have to strain to here his next words, "I could simply devour you, Kiku."
His face is as it usually is, that blank unreadable expression, as he steps out of his audience with Germany. Did the meeting satisfy any doubts? Leave him with a sense of renewed assurance in their efforts and alliance or has his faith waned? Was he left with more questions and even fewer answers? It is not clear as he pulls the door shut behind him and steps into the main space of the hallway.
It is not often that he is truly surprised, but as his dark eyes focus away from the thoughts in his mind he is taken aback. He had expected no one to mark his coming or going save the blond nation who is no doubt back at paperwork in his office. Instead he is greeted by the sight of not only a German guard but of Ludwig's brother as well. Two is not so large a number, but to a man who expected no one it is…interesting to say the least. He started down the stairs, but was met by the white-haired sibling before he was even halfway. Only now does Kiku's expression shift.
His eyes crinkle at the corner and his mouth purses impishly before unfurling into a soft, playful grin.
Prussia is not his brother. Lean where Ludwig is thick; his eyes a red that remind Japan of his flag's shining sun. He chuckles.
"West, as you call him," his voice is soft, though there's a note of amusement there, "knows no other attention than caution."
He leans just so into the slip of Prussia's fingers and he laughs, mouth still rueful. Ludwig greedy of him? Ludwig wanting to admire him? Germany admires him as one does a spider; he gauges his usefulness in eating insects against the possibility that he's poisonous and will bite. His eyes glitter as he looks from beneath his cap at Prussia. Gilbert is everything his brother is not. He is leisurely, warm, and at least to the eye seems happy to see him. This isn't a chore. His expression softens at Gilbert's laugh.
"Your brother admires my efficiency, nothing more. He is too worried I will bite, you see." To Kiku's ears the notion is ridiculous. He wants no more land and has no desire to rule even a scrap of Europe. Yet he can play now that the work is over for the day.
His eyes hood as Gilbert whispers to him. He hums innocently and lifts his hand to gently pet the bird on the Eastern brother's shoulder. "Ah, what a decadent dessert you want then," he said and his eyes slid to Prussia's. "Best not eat too much dinner then. I'd hate to have your appetite ruined. I know I'd like to savor you."
